In Pakistan, there are specialized agencies called Commissionerates of Afghan Refugees (CARs) in Khyber Pakhtunkhwa, Balochistan, and Punjab, as well as an Afghan Refugee Repatriation Cell in Karachi, which are tasked with overseeing Afghan refugees in their respective provinces. However, there is a significant problem of poor coordination among these provincial and federal authorities responsible for refugee management. As a result, many policies and methods designed to manage Afghan refugees have been implemented on a temporary and improvised basis rather than through a well-structured approach.
